A strong socio-environmental conflict due to the release of industrial residues in the Mediterranean Sea has been lasting for more than 40 years near Marseille. "The French funding system over the research and innovative projects : a descriptive model of functional and organisational assessment"
Through out a historical and theoretical perspective of the national research and innovation system, we put forward a descriptive model that is both functional and organisational for the funding of research and innovation projects in France. Using this model allows to understand the different evolutions of the French research system, to grasp its dynamics and to absorb its dual governance (budgetary and scientific). In addition, we have built this model so that it can be used as a toolbox to understand how the research and innovation sector are funded in France. It can also be used ore broadly in a public policy context and in particular to help setting up an evaluation model for the research funding policy.
